Today, we have 3 distinct emerging one world entities, plus 2 future world leaders with Satan's power:

     One World Government  (the Scarlet Beast in the Bible) (watch for 10 leaders of 10 world geo areas)

     One World Religion  (Mystery Babylon in the Bible) (watch closely, the actions of the next Pope)
          The Sea Beast  (the Antichrist) (his image: the image of the beast) (his mark: the mark of the beast)
          The Earth Beast  (the False Prophet) (sets up the image of the beast & his mark, promotes Antichrist)

     One World Monetary System  (ultimately requiring the mark of the [sea] beast to buy or sell)

One World Government  (the Scarlet Beast in the Bible)

It is easy to conclude that the "was, and is not, and yet is" phrase in Rev 17:8b is referring to a reoccurrence of the Roman Empire, which today we call the EU.  However, in the first 6 occurrences of one world governments (head #1 through head #6) that compose the [scarlet] beast, there are no reoccurrences.  Each "head" "was" unique (different from the others).

For hundreds of years there has been no One World Government ("and is not", no "head").

Today's emerging One World Government ("and yet is") (head #7) can therefore, be unique as well.  There is no Biblical requirement for it to be a reoccurrence of the ancient Roman Empire (the revived Roman Empire).  In fact the Bible does give us some hints of what to look for.  The Bible in Rev 17:12-13, 17 describes a One World Government consisting of 10 leaders ("horns", "kings") that for a while will have power, like kings, power that can be turned over to the Antichrist.  Also, the Bible states in Rev 17:8 that "head #7" shall ascend out of the bottomless pit, which sounds like a very unique One World Government.

Therefore, watch for 10 leaders, each ruling over one of 10 world geographical areas.  It is likely that each nation in the world would be included in one of these 10 world geographical areas, thereby giving the Antichrist potential political control over all nations.

Watch closely, the actions of the next Pope.

Watch as the central bank of each country, tries to cope with the problems that they have created and encouraged for decades:  the exploding national debt of their country.  This will give rise to increased interest in alleged solutions proposed by a One World Monetary System.

Watch as the technology develops and is implemented to be able to identify every person in the world and all their accounts and financial transactions so that they cannot buy or sell unless they have taken the mark of the [sea] beast.  Rev 13:17-18

Do not take the mark:  Rev 14:9-11, Rev 20:4

As mentioned above, it will take time for man (even with Satan's help) to develop these 3 One World entities to the point where they are ready to be turned over to the Antichrist at the beginning of the 3.5 year Great Tribulation period.

Each member of Christ's Congregation has a similar amount of time to get (and be) prepared for the beginning of the 3.5 year Great Tribulation period.

And to get (and be) prepared for the duration of the 3.5 year Great Tribulation period until the number to be martyred (slain, killed) for their belief in the word of God and their testimony of their belief in Jesus Christ, has been fulfilled (completed).
 

Rev 6:9  And when he had opened the fifth seal, I saw under the altar the souls of them that were slain for the word of God, and for the testimony which they held:   ^ 

Rev 6:10  And they cried with a loud voice, saying, How long, O Lord, holy and true, dost thou not judge and avenge our blood on them that dwell on the earth?   ^ 

Rev 6:11  And white robes were given unto every one of them; and it was said unto them, that they should rest yet for a little season, until their fellowservants also and their brethren, that should be killed as they were, should be fulfilled.   ^
 

Then the first Rapture occurs, because ... the great day of his [Jesus Christ's] wrath [on the World] is come .... Rev 6:17
 
Rev 7:13  And one of the elders answered, saying unto me, What [Who] are these which are arrayed in white robes?  and whence came they [where did they come from]?

Rev 7:14  And I said unto him, Sir, thou knowest.  And he said to me, These are they which came [were martyred and raptured] out of [the] great tribulation, and have washed their robes, and made them white in the blood of the Lamb.   ^
